should be altered, and it should be made clear
by a public pronouncement that the appointment
is definitely an Education Department appointment
which need not necessarily be given to Education
officers, but will be given outside the Depart-
ment only if no suitable person is available
within it. Unless this change of emphasis is
secured, and unless the Education Department know

that the emphasis has changed, there will always
be a tendency on the part of the officers with
10 or more years service to be content with
routine work. They will not try to qualify
themselves for a Director's post by distinctive
work, by study leave or by Chinese studies if
they know that in fact cadets will always be
given preference. This is certainly the pre-
vailing impression at present, whatever the
Governor' may say in his despatches.
